1985 35hp OMC

Just purchased a 1985 35 HP OMC. It came from a government auction. It was a Government engine with a Naval Stock Number. Motor runs great. My question is concerning one of the knobs on the front of the engine. Right beside the kill button, there is a pull out knob about the size of the choke knob and it is titled "DRAIN". For the life of me, I cannot figure out what this knob does. I have been around outboards all my life and have never seen this before. Is it possible the drain is to empty the carb after use and is only on "Government" engines? Any help would be appreciated.<br /><br />Thanks,<br />Rex
