1985-70hp johnson tilt&trim

I have the two wire and I am trying to test the tilt on a motor I just bought. How is this grounded? If I hook a hot wire to the blue or green should it go up and down, or do I have to ground out the green while I connect the blue or the other way around? Also is there a release valve so I can release the tilt as it's extended all the way up.

no ground on 2 wire. flip polarity to go backwards. however, there is also 3wire with ground through frame. it looks like a 2wire but burns and smokes if hooked up like one. use meter to check ground first.
