1985 70hp Rude, prop or crank rated?

My searches have turned up that OMC changed ratings beginning in 1985. Is this motor rated at the prop or crank? Thanks a lot

Well after looking at some parts catalogues it appears my 1985 is the smaller motor and 1986 and up were larger displacement.
