1985 BAYLINER/RPM/Trim and Interior Problem

I recently bought a 1985 Bayliner Cabin Cruiser. The boat will not get over 3200 rpm's and about 22 mph. I changed plugs/wires/distributor cap/put in time and gained nothing. I checked my prop and it is correct. While looking at the prop I noticed that I could move the volvo penta outdrive up or down with ease. Could this be my problem? I couldn't find where to add fluid on the prop or in the engine compartment either. Another problem is that I have lost power to my boat interior. Trim tabs quit working and power to the boat quit. Are they a main fuse or breaker? I have ordered an owners manual, but haven't received it yet. Any answers or suggestions would be great.

If you go to the Volvo Penta web site, you might get the operator's manual :

If that doesn't work, send them an email from their "Contact Us" on the home page, ask for the operator's manual for you engine, and they will email a .pdf to you. They did for me, when I requested the AQ131A operator's guide.

I'd move this to the mercruiser/volvo forum name it aq131 engine problems there are lots of knowledgeable people there for this engine. good luck troubleshooting it.
