1985 Black Max 200 runs rich at low speed great above 2000 rpm

I have a 1985 Black Max 200 that I purchased last fall. Starts fine Idles rich to the point it stalls and needs 1/2 + throttle to start up. Runs rough up to about 2000 rpm then smooths out and runs fine. It had been in storage for about 12 years and must have been fogged and had all the fuel drained, the carbs were spotless and started right up when new fuel put in tank.
I am suspicious of the fuel pump could it be leaking enough at low speeds to make it run rich but then more fuel demand at higher rpm makes up for the leak?:confused:
