I've read the Joe Reeves WOT timing method and get the basics. Where I'm totally baffled is how do actually advance or retard the timimg? Being without a distributor to rotate what takes its place on a two stroke? I have several manuals but fail to grasp the concept. I live in rural Georgia and cant find a mechanic who is willing to work on a motor this old with these issues so I'm left with this forum and your advice, Thanks in advance!

I think you will find that you are just setting the position at max. advance. This is where the timer base arm linkage hits the adjustable stop.

Timer base under the flywheel moves until it hit the rubber stop that is attached to the head of the full spark advance stop screw. That screw is held to its position by a locknut and lockwasher. The timing is changed by loosening the lock but so that you can either turn in or back out that screw (retard/advance).

So based on the wot adjustment method I would remove the spark plugs, push the throttle handle forward to the max then move the timer base arm forward until it strikes the rubber stop crank the engine over checking the timing with an inductive timing light attached to the #1 plug wire and turn the screw until I achieve the proper timing minus 4 degrees?
