1985 mercury 25 hp not firing on one cylinder

I have a 1985 merc 25 hp serial OB171748 that is only firing on one cylinder. I switched the firing coil to the non-firing coil wires- and the firing spark plug to the non- firing coil- and still got no fire. I switched the non- firing coil to the wires on the other coil that was firing and got no fire... what is my next place to check??

Let me try it another way to describe.... the motor is a two cylinder. It is getting spark on one cylinder and none on the other. I took the spark plug that was sparking and put it on the coil that feeds the non-sparking cylinder- and got no spark on that cylinder. I then took the coil from the cylinder that had been sparking and attached it and the good spark plug to the coil WIRES that feed the non=sparking cylinder. I still got no spark . Is this likely to be the power pack, stater under the fly wheel ?? What and where should I be checking next?

Most likely the trigger under the flywheel. Go to the cdi electronics website, they have the testing procedure listed.
