1985 Mercury 35HP Stalls Intermitantly

This engine was in storage for 5 years and now is on a pontoon that is almost always going low speed. It stalls out intermittantly but only occurs at low speed. The engine runs OK and then all of a sudden it dies. When it dies it takes cranking the engine over for a long time (Waiting in between for the starter to cool) to get it to start and then it runs fine until it happens again. It's on a small lake and never can make it all the way around without the issue. I will be doing a compression test tonight.

Things Attempted:
1. Carb Rebuild
2. Replaced Fuel Pump Diaphram and gaskets
3. When it dies tried pumping the bulb up to restart (No Differance)
4. When it dies tried full throttle start (No Differance)
5. When it dies tried using the choke (No Differance)

Don't know if this makes a differance but when it's running at la consistant low speed the level of fuel in the fuel filter seems to vary dramatically but occurs slowly. (From 1/4 full to about 3/4 full)
