Check your reassembly steps but there is a black plastic part that holds the fast idle lever down so it does not go up when shifting. The plastic part is held on the remote control behind the ignition key switch nut. Then it goes up to latch the fast idle lever. I would suspect they easily break as they get older. Mine broke and I had the same trouble as you.
