1986 30hp midsection is loose

There is about 1/4" of space when pulling back on the lower unit and seems to have too much play. is this normal?

Also, is the bolt with slot used for steering tension?

That screw is for the steering tension.----------Remove lower mounting bracket for inspection of mounts.
