1986 35 HP Mercury 2-cycle cooling question

A friend asked me to try to get his 1986 35 HP 2-stroke Mecury OB running again. The engine had been neglected and not maintained, serviced or properly stored for years. After cleaning the plugs and removing debris from the cooling intake I managed to get it running again, but it smoked a lot and showed no signs of cooling. Incidentally, he does not have a manual.

I have three 4-stroke engines of my own and you can tell if they are cooling properly if water squirts out the back. On this 2-stroke engine there's an exhaust port in the back just below the power head, but no water came out when I ran the engine as I would expect.

How can you tell if these type of engines are cooling properly? My guess is that the impellor shot. Any suggestions?
