1986 35hp Mercury raises up in reverse

I am having a problem of my motor wanting to raise up out of the water when I put it in reverse and I attempt to accelerate.

Is it power tilt of manual? If it's manual then the locking jaws that clamp to the tilt pin are not engaging. Probably a bad spring that holds it down or missing tilt pin, or the jaws are broken. If it's power tilt then the ram may be going bad.

It is manual tilt. The tilt pin is there, but the jaws don't go around it.
