Could be a spun prop hub, or an undersized motor, or the wrong pitch prop, or a prop ventilation problem.

Give us a little more info , so we can try to narrow it down.

What motor do you have on the boat?

How fast does the boat go (estimate) when at 5000rpm? 5mph? 20 mph? 35mph?

Is the accelleration smooth, or does the boat slow down as you increase throttle?

Does engine rev smoothly, or does it suddenly jump up to 5000 rpm?

it has a force 125hp 1986 is the engine also on it it.. speed is about 12mph. smooth runing at all times . check prop from slipping on the hub its ok. . does this engine have a advance timing on it ? going to purchase a manual this week on the timing or i should say the ring that turns with throttle under flywheel, and stator. need to find out what that ring is and does.

I don't think you would be reaching 5000rpm if the timing advance wasn't working.

Ok, we know the motor should have enough power for that boat.
It also appears the motor is running ok, for the most part.

Are you sure the hub is not spun? Did you mark a line across the hub and housing and test drive it?

That model motor uses an EXHAUST SNOUT, to direct the exhaust away from the prop, to prevent ventilation. Is there an exhaust snout on your motor? It is located just above the prop, on the underside of the cavitation plate.

It looks similar to this one:

If you don't have a snout on your motor, you should be able to get one from a Mercury dealer, or from :
http://www.mercruiserparts.com/SelectProductLine.asp
