Whether with a water hose or on the lake, when in either gear it runs one speed..slow. RPMs don't advance with throttle. When placed back in neutral, it stalls and is hard to crank. Lower unit just rebuilt complete. Shifts easy. Hub not slipping. Sat up seven years so I fogged all four cylinders and let it set. Turned over immediately with fresh fuel. Carbs may need cleaning. Anyone with an opinion. I'd be grateful.
