1986 evinrude 15 hp thermostat

The water coming out of the tell tale on this motor is always cold. I haven't pulled the cover off the thermostat yet but I don't believe it has one or either it is stuck open. My question is, would this cold running cause damage to the motor? I know they are designed to operate at a certain temp and without the stat it won't get to that temp.

I pulled the thermostat cover off and the spring holding the thermostat in place is missing. The thermostat is just loose in there, with water flowing around it. Doesn't appear to let the water stay in the head long enough to warm up. I am looking for one of the springs to put everything back as designed. What effect will running the motor cold have?
