1986 Evinrude 9.9hp Little water flow with muff

I have a 1986 9.9 evinrude. When I test it with the flush muffs I get warm water from the pee hole and the motor does not get too hot to touch after a few minutes of running. I only get water flow from the pee hole but no flow out of the prop exhaust or from the holes above the cavitation plate. Is this normal? or do I have a blockage. Thanks.
