1986 evinrude 90 horse

i have recently purchased a 1990 ebbtide dynatrack with a 1986 90 horse evinrude boat starts fine just replaced all spark plugs new water hose etc..
took it out this weekend and in neutral ran good, strong sounding, when i put in gear it lost a lot of power ran smooth just lacked a lot of rpm. could it be the filter? dont understand why it runs so much stronger in neutral than in gear.

there is not any load on the motor in neutral. check compression and spark. timing, linc n sinc.

Ethanol and fuel lines
replace all fuel line with Alcohol resistant lines. Ethanol deteriorates, the rubber lines, then they start to sluff off on the inside, going directly to the carbs. Settling to the bottom of the bowl. Contaminating the carbs high speed jets. clean a rebuild carbs, flushing fuel line before connecting to carbs.
