The advice: don't buy trouble.
The analysis: It's not the impeller; it's the propeller that's slipping. Maybe.
If so, it's not an expensive fix. It could indicate, however, that he hit something. So, if he'll let you try it with a different prop, and no slip, OK. If he says that after 23 years he's never hit anything, walk away!
But it could also be gears in the lower unit. That will be a lot more expensive to fix. And even if you got a blind estimate from a repair shop, there could be more problems uncovered.
On the other hand, if the price is right, you could buy it and take it straight to the shop for a lower unit check, overhaul if necessary, and prop repair/replace. You probably should replace the water pump impeller anyway before you use it, esp. if it's a salt water motor.
I'd buy it if I really liked the boat, and would buy it at that price with no motor and had money to repower it. Then I'd try the prop and if that doesn't work, repower. Otherwise, you won't be using that boat until August.
Some repair shops won't work on old motors.
