1986 evinrude starts but dies quickly 15hp pull start

I have an Evinrude its 15 horsepower 1986 I have recently rebuilt the carburetor added a new fuel pump water impeller and spark plugs the motor will start but it will only run for 5 to 10 seconds before it dies I did all this work after I got stranded in the ocean after a few mile trip the motor just seem to bog down and then die compression is about 65 and both cylinders

65 seems really low. most i have owned were in the 120 range or better. how do the plugs look? sounds like a blown head gasket.

yea the head gasket looked pretty bad replaced it it runs but wants to overheat so i took exhaust covers off bothe gaskets bad and lots of salt hope replacing these helps fix overheating problem
