1986 force 125 stalls with cover on

well i took my boat out yesterday and it ran horribly right off the trailer. i took the cover off to look at it and when i fired it up it ran great. put the cover back on and it would stall out again. cover off ran good again. ive replace just about every tune up thing on here (impeller, plugs, diaphragm) the only thing i have not redone are the carbs. im guessing these are probably the problem. also with the cover off it would run great and then all of a sudden it would start surging. any ideas would be greatly appreciated....

There is a rubber bellows between the exhaust housing and the outer shell. It's where the water spray is plumbed that you see behind the motor. It's torn, leaking exhaust fumes under the hood. Your motor is basically suffocating. Replace that rubber bellows.

i noticed that the bellows was covered in duct but didnt make it priority to change before i ran it the first time. i didnt know what it did thanks alot
