1986 merc 115hp. l6 no power

i have no power and no high rev. i've replaced all the fuel lines filters fuel and the water jacket gasket, and exhaust gaskets. is it possible that water is "going" through the cylinder gasket into the plug. #1 still seems "wet". i've checked the plug wires and all the coils have spark, however #2 seems weak. anyone have any ideas?

OK, First check compression on all six cylinders. It should be 100+ PSI and pretty even on all. Next put a timing light on each spark plug wire and make sure each cylinder has spark. Next inspect each plug. If one or more are "steam cleaned", you likely have water in the cylinder.

If all tests pass, and the plug wire are not arcing to ground, it is likely the carbs are gummed up or mis adjusted.
