I have a 1986 mercury 25hp with the multifunction tiller handle. In the winter below 35 degrees the handle freezes up and wont turn so i camt shift into forward or reverse. I dnt believe its the handle its down inside the lower part of the motor. It dnt have any water in it. Does anyone have any knowledge of this and what would be a fix for it? When it warms back up it starts back working fine. Thanks
