1987 140 Idle adjustment and steering adjustment

Hey guys I have 2 questions where do I adjust my idle? It seems a little low and has stalled out a couple of times. I have another question. On the water the motor wants to steer to the right when I let go of the wheel. The plate above the prop was loose and spinning around. It that where I adjust? Is there a trick? Thanks for your time guys.

put the plate straht out and you can set the idle on the cable on the motor
