1987 45 hp mariner sluggish

I have a mid to late 80's mariner 45 hp, I'm pretty sure it is a 87. I have had a few issues with the motor stalling while riding down the river/lake before and thought there may be trash in the carbs. But the last time I went to take it out on the water the motor would just bog down ounce I put it in gear. I replaced the plugs and took the carbs apart, which they were really clean. Fuel filter and screens in the carbs were clean. I decided to empty the fuel and replace with new fuel and try that. Same result, engine cranks fine but will not rev up and plane out. It will run about 10mph and bogs down, I can put put all day but it's acting like it's not getting fuel or something. I can put the throttle all the way down and it will only run about 10mph, around 2200rpm ish, won't flood or cut off, just sluggish and no power. Compression is good, any ideas?

Did you do a link and sync after you replaced the carbs. woun't run good without and usually must be done at the mechanic / marina unless you are expert and have all the tools.

do you have the gray fuel line that has a inner liner that breaks lose and forms a plug in the line

When I disassembled the carbs I didn't take any jets or anything out, I just checked to see if the were gummed up and to check the diaphragms. They are synced as far as throttle goes. I do have a gray fuel line but I tried another tank and line and still the same problem. I'm thinking I need to actually put a rebuilt kit in the carbs, or maybe a possible cracked Reed.
