1987 50 HP dies after idleing a few min

Hello, Anyone have suggestions as to what to check on my 50 hp Johnson?? I Put new plugs in it,prior to going out the first time this year and this problem started at the end of the season last year.It runs fine as long as some throttle is given to it you know ,,,wide open , medium, and slow but as I idle a few minutes real low while getting it on trailer etc. it acts like it is loading up and fouling the plugs out.Noticed fuel floating on top of the water and it was like the motor was flooded out,after letting it set a few minutes and after many times cranking it trying to get it to fire up it will start up and you have to give it throttle real quick or it will stall / die out again but will run smooth as long as you are moving on. After getting it loaded on trailer and tilting motor up a small amount of gas leaked out of the carbs.Not sure if a float issue or low idle timing or what.Im pretty good mech and have not dove into this thing yet and thought maybe some more experience guys could save me some troubleshooting time.I would apprecite any help you have to offer. The smart money is on a carb rebuild fixing the problem. Sounds like a float setting and/or idle jets are clogged.
