I have rebuilt the carbs twice. Cleaned out all the fuel hoses, cleaned the filter, and replaced the 2stroke oil. It starts up great with no problem. To get it to pee I have to rev it up a little then the water flows. Before I started it, I did the usual and pumped the primer bulb till hard.
Once started, it runs great for a few minutes. Then it starts to die down. I immediately go to the primer bulb and its soft. I have to pump it a few times then the engine runs a few more minutes.
I have not changed the fuel pump diaphram yet. How does the pump work without a rod going to the engine?

It works with a diaphragm against a hole thru to the crankcase.
