That is normal. The tilt cylinder has a relief valve in it and will not stay tilted at much more than 1000 RPM. The relief valves protect the engine and tilt mechanism. One valve lets the engine kick up if it hits a solid object at speed and the other allows it to return to running position.

The first order of business is to verify that you have power trim and tilt instead of power tilt.

Power tilt only has two cylinders - a shock absorber and a tilt ram. The tilt ram looks almost exactly like the shock absorber except that it has a pair of oil tubes.

Power trim and tilt has three cylinders - a shock absorber, a tilt ram, and a trim ram (housing). The trim cylinder is a short fat one in between shock & tilt. It has a shiny metal post about 1" in diameter that comes out of a five sided top cover and extends to about 4".

If you have power tilt then the motor should drop. If you have power trim and tilt then the motor should not drop. I don't think Force ever sold the tilt only system for 1987 125HP. In order to help you need to verify that you have power trim and a more detailed description of problem. How far does it drop down, at what rpm or situation, how fast does it drop, etc.
