1987 force 125 trim cylinder

The boat dealer is telling me i need to pay 133.00 for the center trim cylinder cover because it has a seal in it but yoiu have to replace the cover to stop the leak.Now when I had the cover off I did not see the seal but I did replace the piston o ring but this did not help.Can someone look this up in there book and tell me how many seal and is there a seal in the cover
