1987 GT 200 oil pump Question

I just adopted a 1987 Glastron SSV197 w/ a Johnson GT 200 outboard.

My father-in-law said that he was having problems with it smoking at idle and we are wondering if it has something to do with the red valve that is on the oil line that goes into the VRO (I think). Is there a correct position for this valve?

That's the primer solenoid. The correct position for the lever is parallel to the body. The primer then allows fuel to be pumped into the system via the key being pushed in. If you open the valve with the lever it'll let fuel in anytime the line is pressured either by the fuel pump or by squeezing the bulb.

What do you mean by parallel to the body?

If I am looking at it from the back and its a clock, what position should it be?
