1988 140 Evinrude sluggish

I have a 140hp evinrude that I purchased last fall. I pulled the lower unit plugs and there was some small metal shavings on the magnet. More like fuzz, when wiped with my fingers it turned to graphite. Not real worried about it, but I dunno if it is contributing to the sluggish starts. The boat idles fine and sounds great, however it is very sluggish before it plains out. If i am pulling a tube or knee board, it takes a good 20 seconds to get on step. Just drags at about 10 mph for about 10 secs. Also the carbs seem to flood out quite a bit. Is there any thing I can do myself to fix the flooding problem. Will the flooding contribute to the sluggish? to much fuel to burn? I am mechanically inclined, just new to boats.. Any suggestions would be appreciated..

The "fuzz" on the lower unit plug magnet is normal. If you find slivers and chips that could be considered splinters or chunks, then that would present a problem.

Remove, clean, and rebuild those carburetors. This carb problem makes it impossible for the engine to run properly.
