1988-1990 merc 70 tilt issues???

hello, i recently purchased a merc 70 roughly an '88 - '90 or so in decent shape. i know very little about mercs, but i got what i thought was a good deal on this one so i couldnt pass it up.

my question is, my tilt/trim doesn't seem to work. it just clicks when i push the button. what do you guys think would cause this?

hopefully a dead battery,or bad connection, if not ,probably the tilt motor.
If its not too corroded maybe new brushes would fix it. good luck.

i checked the the hydralic tank and it was full and the fluid looked good. nice and red so could this possibly rule out the pump? im going to try messing around with the battery i think tomorrow.
