Battery cable connections may be tight but are they clean? And are they clean and tight on both ends. Slow turning starter can mean the battery is discharged or has one or more bad cells. Charge the battery or try a different one (from your car for example). If the battery is fully charged, connect one end of a jumper cable to the positive battery terminal. Touch the other end to the large post on the starter. If the starter now spins, you still have bad cables. If it doesn't, connect the second jumper cable to the battery negative post and the engine block. Now repeat the test. If the starter now spins you have a bad negative battery cable. If the starter still doesn't spin the starter is at fault. This test obviously still needs a good battery to be an effective test.
