1988 45hp mariner float level problem

everytime i set the floats on this motor to spec it seems to be rich gas leaks out the foot and fuel filter empteys boat seems to run very rich the spec that i have on this motor say to set 1/4 from opposite side of float and 1and 1/4 turns on mix screw am i doinf something wrong or what any help would be appreciated
