1988 5.0 exhaust louder than normal

Neighbor bout a boat recently and noticed it was louder than normal and indicated the rubber gaskets were removed from the exhaust near the outdrive. He wants to put them back on to make it quieter. What rubber gaskets could be missing that causes this?

Would this be the exhaust bellows? When underway the exhaust outlet is above the water instead of routed down through the drive to the propeller?
