1988 5.0 omc (305 chev) stuck in forward

I was backing into the slip and moved the shifter to forward and when I shifted back into rev it stayed in forward. throttle works fine. disconnected lower shift cable from top of engine and tried to shift (engine running) and nothing still in forward.
