1988 70 hp weak starter

I have a 1988 evinrude 70 hp. When I try to start the engine the starter dosent turn the flywheel quick enough to start. Every once in a while it works and turns the engine over but not often. The battery shows 12.88 volts. I've cleaned all connections from battery, to solenoid, to starter, and ground. When i got the engine it was missing a starter so the starter is new. I dont know how to test for faults so any ideas or ways to diagnois would be really helpful. Thanks.

Look at "why won't it start" in the Top Secret File ^^^.

Ok thanks. when the thread says 'check the voltage with the starter engaged" does that mean while cranking the engine or with the key in the on position.
