The skeg is not an absolute necessity and you can run without it (provided that the gearcase is not cracked and leaking) until you decide what to do.
1. You can have a new one welded on
2. You can bolt on a commercial skeg repair kit
3. You can make one from scrap aluminum and bolt it on if there is enough left to which you can bolt and epoxy the repair
4. You can buy a junked lower unit and swap your gears into it.
