1988 Johnson 60 HP power tilt question

Up until last month - the motor would tilt up and down fine. Then last week it began not tilting up - but still tilting down. Today, when I went to take pictures of it for this post - the sucker began tilting up again.

But I kind of suspect it is in need of some maintenance. I don't know much about motors...but have read how there can be problems like a bad battery, bad wiring, bad brushes, bad o rings and so on. For the wiring I would like some help on what each of the attached photos are showing ... so I know where to start looking for the wires to the tilt mechanism. The following photos were taken on the boat today - with choppy water - which is why they are sort of all over the place. What I am looking for would be tips on where to start looking for issues... and what the items in the photos are....

Look at the relays first you probably have a bad one.
