1988 merc 90hp fouls plugs help

Boat has a 90hp Mercury that runs when it wants to. I have had the carbs rebuilt, all new fuel lines with water separator, coils, plugs but still likes to foul out plugs. any ideas?

shouldn't do that. Is it possible water is reaching the cylinders? You will see real clean spark plugs (like new), or water droplets on the spark plugs, if water is getting in. If that is't it, the floats in the carbs are likely set wrong.
