Being a bass boat, I would venture it is a water pressure gauge.

The purpose of the water pressure gauge is to verify your maintaining water coolant pressure at speed. As bass boaters often use jack plates to raise the motor for more speed ? if raised above a certain point, however, the water inlet rises above the surface and the driver may not be aware the engine is no longer pumping water. If your motor isn?t shooting water out the pee hole and is overheating, it?s the impeller and the gauge is probably fine.
