1988 Winner 1850 CC

I just recently purchased a 1988 18.5' Winner Center Console. Everything on the boat works great it has a Yamaha 130 which runs fine, but there is a problem with the fuel tanks. The guy I bought the boat from told me I needed to drain and clean the tanks so I removed the center console which lead me to the tanks but they won't come out without cutting some of the floor and I can only get to one of tanks without taking them out. Is there a way to drain and clean these tanks in the boat? I can siphon most of the gas out of the first tank but like I said I can't get to the second tank without taking the first one out. Please any suggestions welcome. I purchased some Star Tron Fuel Tank Cleaner online, I was thinking about putting that in getting a bunch of fuel filters and letting it run in the driveway. What do you think about that...is that in option?
