1988 Yamaha 130 hard to start

Every time I put my 1988 Yamaha 130 in the water it is hard to start. I usually end up spraying starter fluid in it. Once I spray the starter fluid it starts right up and runs great all day long. Does anyone know why this is happening? I have cleaned the carbs changed the spark plugs and fuel filter. I've looked through the hole motor and see no other issues. Please any advice is helpful.
