1988 yamaha 150etlg outboard motor (motor problems)

im having problems with this engine once i take off the rpms go up then they kick down and stay at 3000 rpms .the motor always turn on never fails but, i know that this motor goes faster . i had my carbs rebuilt twice and its not helping .i also bypassed the gas tank and installed an external tank . and still the same thing . please can someone help .before i buy new carbs .

Have you checked your compression, spark, timing, fuel pressure/vacuum, or the alarm system to see if it works?

i just installed the two fuel pumps .the plugs are new ,compression is good ,.i dont know what the alarm system is lol . the fuel pressure ??? i dont know what you mean by that im fairly new at this .i by passed the fuel tank in the hull with an external tank .

a service/ repair manual will do wonders if you plan on doing work on your motor yourself. get your hands on one, it will give the steps for testing.
