1989 115HP mariner bottom carb leaks when primed

Just picked up this motor # 0C215387 4 clyinder This boat was sitting for about a year but started right up.
Fuel spilled out of the vent hole on the bottom carb when primed & continues to leak when running. Tried tapping on the bowl no luck. Also the primer pumps fuel but doesn't build much pressure Is it Time for a new float & valve

Primer not staying hard indicates problem in fuel supply or (more commonly) fuel pump diapraghm needs replaced.

Steady fuel leak indicates need for rebuild, although running Seafoam through it MAY resolve the problem.

I'll check the fuel pump like suggested.
I Found a small hole in the primer bulb tonite I'll change it tommorrow & see if anything improves.
