1989 20hp mercury

Hi everyone

long time lurker here. So I bought a 20hp mercury 2 stroke knowing that it didn't run. I was told it was rebuilt and the pistons were installed upside down and would not run. I disassembled it checked the pistons for a mark to point which direction they needed to go but nothing. I cant find anything on the google machine on orientation for them. Picture 1 is how they were
picture 2 is how I reinstalled them
compression is 115 in each cylinder
tried starting fluid through the carb- no go
tried starting fluid with the carb off- no go
adjusted timing- no change
Spark is good
blew out the vacuum lines-ok
cleaned the carb
installed a clear fuel line feom carb to filterto see it is stucking fuel
primer bulb stays hard
plugs get wet after a while
I cant flood it

only thing I can think is that they were installed correct and something else was out of adjustment or the crank seals are shot
not sure if there is something I'm missing
Any help would be appreciated

Cut out section on the skirt needs to line up with intake port.
