1989 25hp evinrude

my 1989 evinrude is having problems throttling up. it bogs down and sputters and dies. at slow speed it seems to run better but when wot is attempted it losses power. I repalaced the fuel pump last year and rebuilt the carb this year after problem showed up. new tank and fuel supply line this year. Out of ideas need of some help

I originally posted this was a 1989 evenrude it is actually a 1990 25hp evinrude. since the original post i have also replaced the fuel pump. This also yielded no results I still have no power and it acts as if it is starving for gas when increasing speed. but it idles just fine. any input would be apperciated.
