1989 3.0L 0C603555 Motor Issue

I picked up this engine for cheap last week and of course the previous owner was not very truthful about condition.
Issue 1: Core plug from behind flywheel was wedged in starter gear.
Observations after researching: No external cracks in block, maybe internal. Will have to replace core plug and pressure test.
Issue 2: Did a compression test and found that 1 cyl has 0psi. Removed rocker cover to find a stuck valve. Valve moves but not easy to move.

I am not in a hurry to use this motor in a boat and I am not interested in a quick fix. If the block is good where else would the water come from to rust the valve in place like this? Also is this motor 130hp or 140hp?

cracked head, cracked exhaust manifold...

core plugs do not come out unless there was water in the block that froze and broke something

So can I pressure test with the manifold or do I have to do that separate? I could make a blank plate with gasket for the exit side of the manifold.

I would pressure test and acetone test the manifold

however you should also put in a temp expanding core plug and pressure test the block and heads as well.

Also is this motor 130hp or 140hp?

I believe the 3.0 liter is 140 hp at the flywheel and then they decided the rate it at the prop where it comes in at 130 hp. Same engine same hp.
