1989 8 HP Evinrude Carb. Problem

I own a 1989 8 HP Evinrude and when I try to start it when it is cold, it does not start, it doesnt very sound like its trying to start but when i put my hand over the carb air intake and restrict the air flow i can pull start it , the engine will fire and run very well. (Engine does not have electric start) When the engine warms up, I can shut it off, and start it back up without covering the intake. I dont know why is does this and if you have a possible solutions it would be greatly appreciated.

Sounds like you are not using the choke/primer correctly or it is not working,

What procedure are you trying when it doesn't start?

make sure the choke plate is closing all the way. look into the carb, and pull the choke lever. linkage may have come loose, or out of adjustment. go to this site, and follow prompts, you can see a diagram of all the parts, and parts list.
