The aluminum of the prop corrodes and holds it tight. You can't heat the prop because it has a rubber hub. Spray it for a couple of days with PB Blaster or equivalent penetrating oil. Then reach in from the front of the prop with a flat blade screwdriver and drive it out. Alternate from side to side and also work around the center hole. Usually the screwdriver has 2 points of contact and slips less. Eventually, it will come.
If you absolutely can't get it out, then drill and tap two holes on either side for 1/4-20 bolts. Make a puller from a piece of flat plate. Caution: drilling the holes will weaken the thrust washer a bit so it is best to replace it with a new one after doing this.
