I have a 1989 9.9 mercury and it has some problems shifting. The shifter in the tiller is broken and I cant fix that until I get the motor in neutral. But if I try to move the shift bar its stuck and in reverse. What can I do? Whats wrong in the lower unit? I have a mercury shop manual for this outoboard but its not helping.
